Chapter 40 opens a new part of the book of Isaiah with the words “Comfort ye, comfort ye my people.” It speaks to people who feel forgotten, and it keeps comparing human weakness with God's power: all flesh is grass, but the word of God shall stand for ever (Isaiah 40:8). Verse 28 adds that the Creator of the ends of the earth fainteth not, neither is weary.

Verse 31 turns that promise toward the reader. The full verse begins “But they that wait upon the LORD shall renew their strength” and ends with three images in a row: mounting up like eagles, running without weariness, walking without fainting. The order is surprising, from flying to walking, as if the hardest strength were the plain, daily one.

To “wait upon the LORD” in this sense is not passive. It means hoping in him and holding on, and the verse promises renewal to the one who does it, not to the one who never gets tired.
